Learning Cities and Regions

I am pleased to report that the first two days of the inaugural UNESCO International Conference on Learning Cities hosted by the Government of Beijing Municipal City and the Minister of Education, China, has successfully concluded with the assent by acclamation of the Beijing Declaration of Learning Cities.

A number of PASCAL associates, including Heribert Hinzen, Ron Faris, Shirley Walters and Norman Longworth played key roles, as did PASCAL Director, Michael Osborne. We were also very pleased that another associate, Liza Ireland, currently working in China for Royal Roads University was able to join us.

We are delighted to announce that PASCAL will be collaborating with the Jaume Bofill Foundation in Barcelona in organising two events concerned with the recent OECD PIAAC study.
Details of the first of these events to be held in Barcelona on 7 November 2013 are attached below. The day consists of a seminar with invited guests from 0900-1400 at Palau Macaya, Passeig de Sant Joan, 108 – Barcelona and a Conference open to all at 18.30h at Cercle d’Economia, Provença, 298 – Barcelona.
A second event is in planning for early in the New Year in Edinburgh with additional collaborators in the form of College Development Network and the Scotland's Learning Partnership.

PASCAL is a collaborating partner of the programme, and PASCAL Director, Professor Michael Osborne will be a plenary panellist, presenting on the topic of The role of research and collaboration in promoting the learning city. One of his fellow panellist will be PASCAL Associate, Ron Faris, who will speak on the subject of Assessment of learning cites/regions.
This week sees the publication of The Red Paper on Scotland 2014: Class, Nation and Socialism and follows on from two previous Red Papers (1975 The Red Paper on Scotland; 2006 The Red Paper 30 years on).
This has already gained some advanced publicity in the Glasgow Herald
A seminar presented by His Excellency Professor Ivan Grdešić, the Republic of Croatia's ambassador to the UK.

Westminster Employment Forum Keynote Seminar
The future of adult and community learning

CR&DALL Director Professor Michael Osborne was interviewed in Korea following an address to the the Lifelong Learning Planet Forum hosted by the Gyeonggi Do Provincial Institute for Lifelong Learning (GILL) and the National Institute for Lifelong Education on the topic of UNESCO's International Platform for Learning Cities.
The ICAE Academy of Lifelong Learning Advocacy (IALLA) is an international training course on advocacy that intends to give emerging leaders in the field of adult education and social movements, the opportunity to acquire the skills to advocate for the right to adult learning and education and to consolidate ICAE as a global network committed to that end. This international course was held for the first time in 2004, in Norway, and since then, a total of six editions have taken place in Africa, Europe and Latin America.
