Professor Ellen Boeren spoke at the 2025 Gyeonggi Global Lifelong Learning Leadership Conference on 23 September 2025.

The conference, which took place in Suwon in South Korea, brought together over 200 policymakers, practitioners and academics. The central focus of the event was on the importance of ‘lifelong learning ecosystems’ to advance mutual understanding on the aims and goals of learning throughout life among different stakeholders.

Professor Boeren delivered a presentation at the session ‘From the Individual to the Community: Transitions in Learning’ and delved deeper into the European Commission’s approach to recovery and resilience to cope with the challenges that arose because of the COVID-19 pandemic. Her contribution introduced the audience to European governance approaches in the domain of lifelong learning and introduced the interplay between individual adults, education and training institutions and social policy frameworks to accelerate the uptake and subsequent outcomes of learning for all. At the end of the session, Professor Boeren participated in a panel debate with other presenters and engaged with audience’s questions and insights to further finetune discussions on desired directions for effective and efficient lifelong learning ecosystems in the future.
