Lifelong Learning and Employability

The newly released issue of the ASEMagazine for Lifelong Learning introduces research results on lifelong learning and employment prospects through interviews with Asian and European researchers.

Learning and its relationship to employment opportunities has had a tendency to be converted into a notion of ’employability’ which puts the onus of preparation for employment on the individual. However, it is not individual motivation alone that generates employment or creates jobs. Hence, lifelong learning policies should address the multiple realities and nuances of life chances and life changes. A new set of alternative principles is needed to make the market work better. New Books

Professor Karen Evans of the Institute of Education, University of London, a member of the ASEM LLL Hub Research Network on Workplace Learning has co-edited a new book entitled ‘Youth and Work Transitions in Changing Social Landscapes’, which will be published in May 2013 by the Tufnell Press (ISBN 978-1-872767-58-1, 356 p.).

This book is about the changing constellations of risk and opportunity that young people face in transitions from school to work. Researchers here have considered how social, psychological, economic and cultural factors affect young people’s attempts to control their lives, respond to opportunities and manage the consequences of their choices, in the context of global, social and economic changes in labour markets. The book draws on recent research into youth work transitions, wellbeing, employment, and career interventions, based on the international co-operation of youth researchers. International in its scope and including a range of disciplinary, multi-disciplinary, methodological and theoretical perspectives, it combines case studies from Europe with studies from the USA, Canada, South Africa, the Caribbean, India, Japan, Russia, Australia and New Zealand, all examining the structural forces that affect the choices young people are able to make. The book offers researchers and practitioners new perspectives on current approaches that focus on the wellbeing of young people beyond education and work settings.

‘e-Learning for Lifelong Learning in Ubiquitous Society

The world is moving towards a ubiquitous society and thereby changing the current e-learning landscape and the next generation of distance learning.
The ASEM LLL Research Network 1 on e-Learning has recently published a new book entitled ‘e-Learning for Lifelong Learning in Ubiquitous Society’ as the result of two years of collaborative work. This book presents the theories and practices on how the current ubiquitous technologies are applied to e-learning in lifelong learning in six different countries: Korea, Malaysia, Latvia, Thailand, Denmark and Slovakia.
The reader can learn about various academic and practical approaches to understanding the concept of ubiquity and discussions on the future of e-learning in a ubiquitous society. Although the emphasis of this book is on professionals in the field of e-learning, it contains much that will be of interest to the general public. Click on the cover to read the book.

New link to the final version

As already mentioned in March, Susanne Lattke of the German Institute for Adult Education, a member of the ASEM LLL Hub Research Network 3 on Professionalisation of Adult Teachers, is one of the authors of the new book entitled “Curriculum for Global Adult Learning and Education”. The final version of the book has been officially published and you can click on the cover to read it.

ASEM LLL Hub Research Network 4 on ‘National Strategies and Policies for Lifelong Learning’.

The arguments of the book’s contributors revolve around the construct of governmentality and its application to educational policies, educational practices and learners. These are articulated in three focused questions:

• What are the effects of lifelong learning policies within socio-political systems of governance?
• What does lifelong learning do to our understanding of ourselves as citizens?
• How does lifelong learning act in the regulation and reordering of what people do?

POLICY AND PRACTICES

European Universities and Lifelong Learning

Lifelong learning has been on the European agenda for more than a decade, but the recent economic and financial crisis and demographic changes in Europe have made it a priority for European universities. The report ’Engaging in Lifelong Learning: Shaping Inclusive and Responsive University Strategies’, published in 2011 by EUA and its partners, examined the processes of designing, adopting and implementing new strategies for lifelong learning from the perspective of higher education institutions.
29 universities from 18 different European countries share their experiences of creating or updating an institutional strategy for lifelong learning. They provide concrete examples of how universities are addressing these issues and the success and obstacle factors that they have encountered along the way. Click on the cover to read the report. The MASON (Mainstream SocioCultural Dynamics to enhance National LLL Strategies) project

The MASON project, which was funded by the European Commission and implemented between March 2011 and February 2013, addressed the reasons for the current diversity in the level of lifelong learning (LLL) development and implementation across the regions of Europe. On such a base MASON facilitates an informed exchange of experience between pertinent stakeholders in the LLL implementation process and policy design, and provides them with a methodological framework, indicators and tools for the design and implementation of socio-culturally sensitive LLL action plans.
The principal target audience of the MASON project is policy planners and decision makers in the field of LLL at cross-national, national, regional, local and institutional levels.

EVENTS AND INFORMATION

ASEMME4

The Fourth Asia-Europe Meeting of Ministers for Education entitled 'Strategizing ASEM Education Collaboration' is attended by 150 senior officials and ministers from 40  ASEM countries and international organisations. The event hosted by the Malaysian Ministry of Higher Education will take place on 13–14 May 2013 at the Royale Chulan Hotel in Kuala Lumpur, Malaysia.

The four main items on the agenda include:

1. Quality assurance and recognition
2. Engaging business and industry in education
3. Balanced mobility
4. Lifelong learning including technical and vocational education and training.

Meeting

The ASEM LLL Research Network on Core Competences will have a network meeting on 25-27 June 2013 in Kuala Lumpur to discuss ‘Urgent Issues and Findings on Competences and Lifelong Learning Researches". The meeting is hosted by the National University of Malaysia with participation from seven ASEM countries.

URAXESS is an initiative of the  European Commission’s Directorate-General for Research and Innovation . EURAXESS Links is one of the four elements of the European Research Area (ERA) initiative “EURAXESS - Researchers in Motion”, alongside EURAXESS Jobs, EURAXESS Services and EURAXESS Rights.
Launched in 2006 – as the successor to the formerly known ERA Link – EURAXESS Links has established a worldwide network of researchers outside the European Union (EU) with an interest in Europe, the EU’s Science & Technology policies, funding opportunities and its research landscape.

Four out of six current EURAXESS Links are with Asian countries, namely Japan, China, India and Singapore. The EURAXESS Links Singapore is being expanded to the ASEAN Hub which covers up to five ASEAN states in the first phase (Singapore, Thailand, Indonesia, Malaysia and Vietnam). Scholarships

In 2013, UIL is offering some CONFINTEA Scholarships for a period of one month to participants from UNESCO Member States. CONFINTEA scholars will benefit from UIL's knowledge base and resources for their research in the area of lifelong learning with a focus on adult and continuing education, literacy and non-formal basic education. The scholars will be invited to visit UIL in Hamburg, Germany, in October 2013. The deadline for application is 31 May 2013. For more information please click here.

SEAMEO Policy Forum on LLL in Vietnam

The Southeast Asian Ministers of Education Organization (SEAMEO) convened its 47th Conference in Hanoi, Vietnam, on 19–21 March 2013 with more than 200 participants from 18 countries.
High on the agenda of the two-day conference were the discussions on accelerating Education for All and the post-2015 development and education in Southeast Asia. The policy forum themed "Lifelong Learning: Vision and Policy" espoused by the host country was a highlight of the conference. Please view the summary here.
